Subject files, 1911-1975.

Central subject file of the Industry, Labor, and Human Relations and its predecessor, the Industrial Commission. Until about 1960 file, numbers were assigned to both subjects and major correspondents. These numbers were prefixed by the letter "C". Unfortunately, the file index was lost. The processed portion of this series is summarized above, dates 1911-1975, and is described in the register. There are additional accessions dating 1932-1971 which are described below.

The Industrial Commission was created by Chapter 485, Laws of Wisconsin, 1911. Prior to 1911 various agencies existed to administer the labor laws, chief among them being the Bureau of Labor and Industrial Statistics (WIHV95-A529), which had been created in 1883. The Bureau was authorized to collect labor statistics and enforced the factory safety laws, but was inadequately staffed to accomplish its tasks.
